In the 2008 Highlander, you can locate the headlight relay in the fuse box. To access the fuse box, look to the left of the steering wheel for a small seam or crack along the dash. Use a screwdriver or prybar to open this panel. Inside, you will see various fuses. On the back of the panel, there should be a diagram indicating the purpose of each fuse. If the diagram is not on the panel, you can refer to the owner's manual for the vehicle. Once you identify the fuse you need, simply remove it. A good fuse will have a thin strip of metal connecting the two raised sections. If this strip is broken, the fuse is faulty and should be replaced. If the strip is intact, the fuse is still usable and can be reinserted. Replacement fuses typically cost around $10, making them an affordable option.

    No one on the internet has the right solution. The headlight operation is managed by a junction block located within the fuse box in the engine compartment. This block can be removed as a single piece. Toyota part number 8270-48050.

    Sorry if this is not quite related, but when I went to the car dealership for a headlight relay, the guy at the parts counter couldn't locate it in their system. Also, even though my son's car is listed as a 2008, we've had issues before when purchasing bulbs and parts. To address this, I now use the VIN number when buying parts, but it didn't help with the relay. Something seems off, don't you think?
