In the 2009 Chevrolet Cobalt, the blend door actuator is situated on the passenger side of the dashboard, positioned closer to chest height rather than the floor as another user mentioned. To reach it, you will have to remove the dashboard from underneath, which can be a bit of a hassle due to the frequent failure of this component. However, the advantage is that the actuator is not fastened with any bolts, making it relatively easy to detach once you have a grip on it.     The actuator on the passenger's side is not the blend door actuator. It's actually the inlet door actuator. The blend door actuator is located to the right of the gas pedal, in the center of the dashboard, and the mode door actuator should be in the same area as well.
