In a 2006 Avalon, the fuel pump relay can be found in the fuse box. To locate the fuse box, check to the left of the steering wheel for a small seam or crack along the dash. Using a screwdriver or prybar, you'll need to open this panel. Inside, you'll see various fuses. On the back of the panel, there should be a diagram that indicates the function of each fuse. If not, you can refer to the owner's manual for the vehicle. Identify the fuse you need and remove it. A good fuse will have a thin strip of metal connecting the two sections that stick up. If this strip is broken, the fuse is defective and must be replaced. Otherwise, you can reinsert the fuse. Replacement fuses are inexpensive, typically costing around 10 dollars.
