Use a pump to extract all the fluid from the container. As the fluid level decreases, turn the steering wheel all the way to one side, then to the other side to drain the fluid in the wheel into the container. Empty the container completely. Once it's dry, refill it up to the full line, avoiding overfilling. Give it some time for the steering wheel to loosen up by driving for about 20 minutes to ensure the process was successful.
