To affix a front license plate onto a Toyota Highlander, you'll need to drill holes through the bumper to secure the mounting bracket in place. This means the bumper will always have visible holes, as this is a legal requirement in most states. First, find the center of your bumper and align the center of the license plate there. Mark the top two holes where you will screw in the plate onto the bumper. Next, drill the holes and affix Toyota's bracket to the back of the bumper. Finally, fasten the plate onto the bracket by screwing it in place from the front.

To install the front license plate, simply remove the screws from the bracket holding the plate. Find the screws at the corners of your front bumper where the license plate frame is located. Make sure the license plate matches the bracket openings. Finally, tighten the screws to secure the license plate in position.
