In my 2008 Highlander Limited, I found the Tire Pressure Monitoring (TPM) button above the right knee on the driver's seat. To locate yours, use a small mirror and peek under the console.

It's probable that you don't have TPMS. In Limited models, you can find it located on the left side of the glove box. The VSC switch is situated on the lower right side of the steering column.
