My 2019 Highlander is unable to do this. The Entune Apps available for this model do not include support for this feature either. To incorporate remote start, I have the option of installing a third-party device or paying $900 for Toyota Start +.

The 2020 model does come with remote start capability! Michelle's comment is spot on! You can activate it by pressing lock twice, then holding the lock button for three seconds until the lights flash and the car starts. To turn it off, just press lock again. It's strange that the manual doesn't mention any of this information.

You have the option to purchase a remote starter for the 2019 Platinum model on eBay for $200. You can initiate the start using your key fob by pressing the lock button three times, as detailed in another post. However, keep in mind that the range is limited to the fob's distance, which isn't very far. I personally bought and installed one myself, and the process wasn't too difficult - it took approximately 30 minutes to set up.
