If you have ruled out issues with the switches, it's possible that the motor control for the mirror is faulty. Replacing a side mirror is relatively straightforward if you have a spare part for testing. Start by prying off the door's trim panel with a flat-head screwdriver, locate the screws holding the mirror in place, and remove them. Disconnect the electrical connector from the mirror, connect it to the new mirror, then reattach the mirror to the door by reversing the removal process.
