The issue with the VW Atlas heated steering wheel not functioning is likely due to a problem with the fuse box. To access the fuse box located beneath the hood of the car, first, raise the hood and secure it in place. Look for a black box or case along the right side of the engine compartment with a seam running around it. Open this box to locate the fuse inside. The diagram on the back of the lid of the case will show which fuse is for what function. If the diagram is not there, you can refer to the owner's manual for the car. Identify the fuse you need and remove it - a good fuse will have a thin strip of metal connecting the two raised sections. If this strip is broken, the fuse is defective and needs replacement. If the strip is intact, the fuse is still good and can be reinserted. Replacement fuses are typically inexpensive, costing around $10.
