The reason why the horn is not working in the 2013 Kia Rio is because of a faulty horn relay located in the fuse box. To access the fuse box, look to the left of the steering wheel and search for a small seam or crack along the dashboard. Use a screwdriver or pry bar to gently open it up. Inside, you will see a number of fuses. On the back of the panel you just opened, there should be a diagram indicating the purpose of each fuse. If the diagram is not there, you can also refer to the owner's manual for the vehicle. Identify the fuse you need and simply remove it. Check if the thin strip of metal connecting the two elevated sections of the fuse is intact. If it is broken, the fuse is bad and needs to be replaced. If the strip is intact, the fuse is still good and can be reinserted. Replacement fuses are typically inexpensive, costing around 10 dollars.
