In your 2008 Hyundai Elantra, the high beams and low beams each have their own bulb – the high beam bulb is a size H1 and the low beam is an H11. It's important to replace a burned-out bulb promptly not just for safety but also because in some states you could get a ticket for driving with just one headlight. When you replace the bulb, it's wise to change both at once, even if only one is out, as the other is likely to fail soon. Also, avoid touching the bulb's glass with your bare hands to prevent the oil from your skin causing it to break when it gets hot during use.
H11B is definitely not the low beam type used on a 2008 Elantra.
The 2008 Hyundai Elantra uses h1 bulbs for the high beam and h11b bulbs for the low beam headlights.
I really regret not seeing the clarification comment earlier, as I just spent $40 on the completely incorrect headlights.
