You might be surprised to learn that your 2013 Kia Soul does not use power steering fluid. Instead, it has a direct electric steering system without any fluid. While this system generally requires no maintenance and is reliable, it can still fail. If it does fail, you may notice the check engine light come on with a diagnostic trouble code related to the steering, and the steering may become heavy and difficult to operate. One common issue is the steering pinion plug, which can cause the pinion gear to detach from the steering assembly. If your Soul is not covered by warranty, the cost to replace the affected parts would be approximately $115 for parts and $120 for labor. Also, I just wanted to mention that Your Soul isn't under warranty.
