The obd for the 2003 Honda CR-V can be found under the dashboard, below the steering wheel. If it isn't functioning, you should inspect the fuse powering it. To access the fuse box, check to the left of the steering wheel for a small seam or crack on the dashboard. Use a screwdriver or prybar to open this cover. Inside, you'll see several fuses. On the back of the cover, there should be a diagram indicating the purpose of each fuse. If the diagram isn't there, you can refer to the vehicle's owner's manual. Identify the fuse you need and remove it. Look for a thin strip of metal connecting the two raised sections of the fuse. If it's broken, the fuse is faulty and requires replacement. If the strip is intact, the fuse is still good and can be reinserted. Replacement fuses are affordable, typically costing around $10.
