The 2000 Chevy Malibu doesn't have a starter relay, but it does have a starter solenoid on top of the starter. The solenoid looks like a coiled wire wrapped around a cylinder. GM models use a bendix with a solenoid that pushes out the starter gear and closes the electrical contacts to turn the starter motor. You can find the main fuse for the starter in the fuse panel under the hood to check if it's blown. Replacing the starter solenoid can cost between $20 and $40, depending on whether it's aftermarket or OEM.
