In a 2008 Ford Expedition, you can find the turn signal flasher relay located behind the dashboard to the right of the steering wheel within the blower relay block. To access it, you'll need to take off the lower dash panel by removing the four bolts along the lower part. This will give you enough space to gently pull out the dash and replace the relay. A new relay typically costs between $20 and $30, plus any additional labor if the dealer handles the installation. You can tell the relay is faulty when there is no audible clicking noise when you activate the turn signal switch. If there is a malfunctioning turn signal bulb, the clicking noise from the relay will be notably faster than usual.
