The spot where you'll find the windshield wiper relay on your 2011 Volkswagen Jetta is inside the fuse panel box located to the left of the steering wheel, under the dashboard. If the fuse for the relay is okay, it's also a good idea to inspect the wiper switch and the motor, since they can also malfunction and cause your wipers to not work. Another quirk with the Jetta is that the wiper blades won't function if you have the hood of the engine propped open; this may seem strange, but it's a safety feature.
