If all connections are secure, consider the possibility of a malfunctioning PCB in the cluster control.

I encountered a similar problem to yours where the 10 amp fuse kept blowing. To troubleshoot, I replaced it with a 15 amp fuse and discovered two damaged wires leading to the passenger visor light. After fixing those wires and rewiring that section of the harness, the 10 amp fuse no longer blows and the dashboard lights are working correctly.
