A VIN decoder traces a car even if its plate changes. Under New York Vehicle and Traffic Law (VTL) §420, plates belong to the registrant and can move to another vehicle they own. One number may identify several registered vehicles; an expired registration never alters the 17-character VIN.
DMV records release registrant details only in registration or title abstracts, to registrants or those with permissible DPPA grounds, including law enforcement. For information about the vehicle without identities, vehicle owner lookup by VIN gives previous-owner counts and recorded states.
Temporary or new tags may lack records.
The Department of Motor Vehicles handles certified DMV records, personalized plates and registration status. This government agency has no public lookup identifying a registered owner.

Of VINs with records in New York, 19.7% have at least one problem in history versus 19.6% across all 50 states. The indicator includes salvage auction, salvage or rebuilt title, flood, fire, theft loss, odometer rollback or a Not-Actual odometer brand. Salvage-auction records occur in 19.0% versus 18.9%. Overall, the problem shares align; vehicle mix differs.
New York's recorded vehicle mix has three distinctions. Sport utility vehicles (SUVs) account for 50.8% versus 42.5% nationwide, 8.3 points higher. All-wheel drive (AWD) appears in 17.4% versus 10.4%, 1.7 times higher. Pickups represent 10.9% versus 16.2%, 1.5 times lower. Chevrolet leads at 10.8%, followed by Toyota at 10.7% and Honda at 10.4%.

New York's license plate designs differ because Excelsior replaced Empire Gold. Excelsior debuted May 2020; Empire Gold was issued from April 1, 2010. Older vehicle registration plates of New York, including Empire Gold, may remain in use at plate renewal. Excelsior shows Niagara Falls and Montauk Point Lighthouse. DMV fees are $25 per pair, $12.50 for a single plate issued for a motorcycle or trailer, $20 to retain your number.
New York law requires front and rear display for two-plate vehicles. VTL §402(1)(a) says plates must be fastened 12-48 inches above ground whenever reasonably possible. VTL §402(1)(b)(i) requires plates to be clean and readily legible; §402(1)(b)(ii), (ii-a) and (iii) ban coatings that hide the number or distort camera images (for example automatic number-plate recognition cameras), glass or plastic covers, and blocked views. Under VTL §402(8), fines run $25-$200, or $100-$500 for covers, coatings or blocked views since September 1, 2024. Under VTL §510(4-h), three or more convictions in five years for these violations let DMV suspend registration for 90 days.
Personalized plate numbers, or vanity plates, use 2-8 characters, motorcycles 2-6, picture plates up to 6. "NYS," "POLICE" and official-looking combinations are rejected. Passenger or commercial numbers cost $60.00 initially and $31.25 annually; motorcycles cost $35.00 and $18.75, with annual fees at each renewal. Specialty license plates have design-specific pricing: State of the Arts costs $53.75 assigned or $85.00 personalized. In-Transit Permits cover a vehicle purchased in New York and driven elsewhere in-state or out of state: 30 days, $12.50, Form MV-82ITP at a DMV office, no residency required. Vehicles bought in another state receive temporary plates from that state. A dealer registers new vehicles and issues plates, sometimes a 30-day temporary certificate for transfers (VTL §420(7)). New residents register within 30 days; DMV never accepts out-of-state insurance coverage.
A New York inspection requires safety checks every 12 months and upon ownership transfer at licensed stations; windshield stickers are mandatory. NYVIP3 is the current vehicle inspection program. Most inspections of vehicles over two and under 25 model years old include on-board diagnostics (OBDII) emissions tests; motorcycles and electric vehicles are exempt. Registration-Based Enforcement bars renewal without DMV proof of a passed emissions inspection within 12 months. An expired sticker up to 60 days carries a $25-$50 fine; longer or absent, a $50-$100 fine plus mandatory state surcharge. See dmv.ny.gov.

Plate searches are legal; unauthorized owner identification is not. The federal DPPA (18 U.S.C. §§2721-2725) and New York State law restrict disclosure from motor vehicle records; the DPPA also restricts owner-name searches by plate or VIN. DMV guidance defines protected data as names, addresses (not five-digit ZIP codes), phones and other identifiers, not accidents, violations or driver status. The legal framework allows permissible use for insurers, litigation, private investigators or written consent, not curiosity. Illegal acquisition or disclosure (§2722) permits liquidated damages of at least $2,500 (§2724).
