The fuel filter in the 2005 Toyota Highlander is situated within the fuel pump inside the gas tank. To replace it, you'll have to remove the gas tank. You'll require a ratchet and several metric sockets for this task. There's a plastic cover underneath the tank that is secured with multiple 10mm bolts that must be taken out first. Next, you'll need a jack designed to cradle the tank to support it while you remove the tank straps, which are fastened with 14mm bolts. After removing these bolts, lower the tank slightly to disconnect the electrical connectors, fuel lines, and vent lines. Once all the connections are free, lower the tank and disconnect the lines leading to the pump. To remove the bolts at the top of the pump, you'll need an 8mm socket.

There is a door you can use to get in, no need to remove the tank. It will still be a challenging task though.
