In the Toyota Echo, you can find the fuel pump relay in the interior fuse panel under the passenger's side kick panel (especially in recent models). You can purchase a replacement at Walmart - look for the Go-Parts brand with the part number 2BD464A-219010347-PS, which is a 30 amp blade F-type fuse. Replacing it is straightforward - simply remove the old one and install the new relay. If the relay is repeatedly failing, it's important to inspect your engine wiring system and determine if the fuel pump might be experiencing issues.
The fuel pump relay for the Toyota Echo can be found in the passenger side floor area.
There is no electrical current flowing through the wire that connects to the fuel pump.
