The turn signal flasher for the 2009 Chevy Silverado is situated inside the fuse panel below the center of the dashboard by the steering wheel. It regulates how quickly your turn signals and hazard lights blink when activated. If your turn signals are malfunctioning, it’s advisable to inspect the flasher first to see if it requires replacement. Should it be functioning properly, then examining the fuses and bulbs for any damage is recommended. Persistent failure of the flasher may indicate a wiring problem with your turn signals, leading to system short circuits.

I appreciate the information that there isn't a flasher relay for the 2009 Silverado. My follow-up question would be, where is the source of the sound that gives the impression there is one? I am curious to find the answer. Does anyone out there have an explanation for why I can still hear what seems like a signal flasher relay?
Incorrect
So, does anyone have any idea where it is situated?
It's built into the fuse box located in the engine compartment.
Hey Rick, the noise you're hearing is coming from the speakers... It's a genuine sound effect. I figured this out once when the fuse for the stereo amplifier blew, and I didn't hear any blinker noise.
