On the 2000 Toyota Echo, there are two separate fuses that control the starter. These fuses are both located in the engine compartment fuse panel, situated under the hood in the engine bay. More specifically, you can find it on the driver's side of the vehicle, positioned to the right of the battery. Once you have access to the fuse panel, you should look for Fuse S3 and Fuse 4 - a 30-amp fuse and a 15-amp fuse, respectively. If you do not have a diagram to guide you, you'll notice a row of five fuses arranged horizontally, located to the left of two relays. Fuse 3 is the bottommost of the five fuses (the 30A), while fuse 4 is immediately above it (the lowest 15A).
