As an American, I'd say the horn fuse in a 2008 Dodge Avenger can be found in the engine compartment fuse panel under the hood. Open that up and look on the driver's side near the chassis for a long black plastic cover, which covers the fuse box. Open it up and you'll find the individual fuses. In this car, the correct fuse is usually labeled #10, and it's a yellow 20 amp fuse. You can remove it with your fingernails if they're long enough; otherwise, use fuse pullers or pliers if needed.
The horn relay on your 2008 Dodge Avenger can be found in the car's T.I.P.M. beneath the fuse box.
According to the manual, there isn't a fuse for the horn in the fuse box. I couldn't find it when I checked the interior fuse panel under the steering wheel, even after searching behind the pedals and on the sides. It's uncertain if a horn fuse even exists.
