The fuel filter in the 2004 Honda Element isn't meant to be changed. It's designed as part of the fuel pump, so if it needs replacing, you'll have to change the whole assembly. However, it's not likely you'll ever have to replace it. If you do need to get to it, there's an access door under a panel on the interior floor behind the driver's seat. It's good to know that Honda made it easier to access compared to other cars that require dropping the fuel tank.
