In a 2002 Volkswagen Jetta, you can find the fuel pump relay in the relay panel situated behind the left side of the dashboard. You will have to get under the dashboard to locate it. Once you find it, you should be able to remove it from where it's attached. If you need to swap it out, you can safely disconnect the electrical connection. Relays are typically not expensive, but it's wise to confirm if you actually need to replace it. Since relays operate with internal open and close mechanisms, it can be tricky to test the resistance once removed. It's a common method to try swapping similar relays to see if the problem is resolved.
