The neutral safety switch on a 2007 Ford F-150 with an automatic transmission is either located inside the transmission case or in the gear linkage. Its purpose is to prevent the engine from starting if the transmission is not in Park or Neutral. If the switch is experiencing significant electrical issues, the engine will not start in Park or Neutral. The starter relay requires power from the switch, so if it doesn't get power, the starter motor won't be able to turn the engine over. While it may be possible to bypass the neutral safety switch, doing so is not recommended as it could lead to future problems while driving or starting the vehicle.
